Swatter is an addon that handles LUA (or UI) errors.  Usually it's used for debugging

You'll get a little yellow vertical bar just below minimap. Hover over this and you get the Swatter blurb which says 'Swatter is a bug catcher that performs ....'

It's basically for you to send error reports back to the developers of add-ons. Unfortunately, it doesn't give info where to send this to so you can just disable it by typing '/swat disable' as chat.

Here's what the !swatter.toc file says :

## Interface: 30100
## Title: Swatter
## Notes: Debugging tool for handling and displaying of error messages in a useful way.
## SavedVariables: SwatterData
##
## Version: 3.1.13 (<%codename%>)
## Revision: $Id: !Swatter.toc 209 2009-04-14 19:51:51Z aesir $
## URL: http://auctioneeraddon.com/dl/Swatter/
##

Swatter.lua

Note the bold, highlighted text.  Basically it's a reporting tool for errors found with addons.  A bug "swatter,"  get it? XD

Swatter is part of the Auctioneer addon and any other Norganna's addons.  Basically it just a bug catcher. Swatter info.

This thread and this thread will answer most addon troubles.

In addition there is really no reason to turn it off, as it only benefits the user as well as the developer.  For the user, it means you won't ever see the same error message more then once (so if you have a mod which is bugging, you won't keep getting the same error pop up repeatedly), and if you are more technically inclined, you could use the more detailed error message to try and figure out what the problem is.  For the developer, the addon allows the users to easily copy & paste a more detailed error report to them which is massively more useful then the default WoW error messages for fixing bugs.  And lastly, Swatter doesn't really take up any memory at all.
