Is there anyone willing to take on a fairly simple project?

At least i think it's relatively simple.

Basically what i want is an update-able list of "Un-recommended" players, that will share with any guild members who also have the add-on, much like gatherer updates.

I'd like options when adding players to the list, like "Ninja Looter" and "Frequently AFK", so when any guild member may happen to party with the "Ninja" player, a pop-up will display, something like "<name> is displayed as a Ninja Looter, would you like to A) Warn them that they're displayed as such, or B) Remove them and send an apology whisper."

Maybe also a "rating" system too, so if a player has been marked as "Unable to play their class" more than once, it will show that.

I have no idea how complex this would be to make, it's just something that i would really like to have in the game.
