Close Target addon?

Is there any chance there's an addon(Not sure if it's even allowed anymore,) that constantly updates to people within your area, preferably within spell casting range?

I really find it extremely bothersome to look on the HUGE list going down the left side of my screen filled of bars jumping up and down, trying to find someone to heal, while 90% of them are out of casting range.

If this addon doesn't exist, is it even allowed to? I believe an addon called Squishy, or something was like that, and it got disabled...
