file://C:\WINDOWS\notepad.exe (or any other text editor).

All this stuff is pure text. You need documentation, not some special tools. See www.lua.org and www.wowwiki.com.

There are some tools that simplify and visualize UI drawing, as opposed to just typing it in XML yourself, but they're purely optional.
