So are you asking about how to program your own addons in LUA? If so there is no hard and fast tutorial that I know of to do this, you have to start basic and learn the programing language.
Here are some links to get you started with WoW addons.

http://www.wowace.com A lot of addon developers use ACE2 libraries in their mods. This is the place to go to learn about these.

legionairewell my question simply is how do u guys create addons etc cause well i would like to fix up my own interface in WoW bcauz te most i see don't realy suit my needs so could any1 of the mod makers tell me what addons or programs etc do u use to fix up an UI etc in game i would realy like to know so i can start making my own.
for example i was playing a bit with some mod from ctmod ct_bar or something and dragging around the bars but well i couldn't find a way to hide the WoW action bars :( so basicly i want to know some programms to completely edit an UI in wow:tbc with ( character pictures/ skill bars / chat / etc )
