Addon - How?

for a long time I have wanted to lern how to make addons, now I came up with what I want to make it do.

I would like it to be possible to set words/sentenses to a spell fx. Player1 whisper: Flash Heal. Player2: Cast Flash heal.

Player1 Whisper: PW, Pain. Player2: Cast Shadow word: Pain.

Player1: Whisper Sap. Player2 : Cast Sap.

or just something you set it to.

Can anyone teach/tell me to program a addon for such thing? or even make one.

so far I havent seen addons for anything then whispering to get buffs.

That's not possible, at least not that way. You can't cast spells automatically, a hardware input like pressing a button or a mouseclick is required for that.
