Add-on Creating w/o Game Files

I would like to start coding add-ons while away from my main computer. I do not have the WoW program files, nor access to them.

Can anyone direct me to an IDE, or guide that does not require these files? Or a solution for me to obtain the files (without installing WoW)

WoW addons are written in Lua. You can install a Lua interpreter and do some things that way. There's also a "WoW API emulator" called "WoWBench". WoWwiki (www.wowwiki.com) has more information about it.
