Enemy gains addons.

I was wondering if there was any addon out there that pops up a warning everytime an enemy gains a buff.

Does one already exist?
If not, would it be possible to make a addon like this?

I'm using NECB atm but I feel it takes up too much space and yet it's not obvious enough to notice. If there is anything out there that makes a pop-up alert that says "Target gains (name of buff)" then can anyone tell me the name of it?

i think witchhunt doest this it sends a warining anytime your target gains or losses a buff
