NECB will track some cooldowns on players in PVP. For example, if I'm playing in WSG and the pally I target casts divine shield, it will monitor how long the shield lasts (same for like a mage's ice block). Old mods like Spell Alert would show it too but Blizz blew up some of the functionality of spell alert mods. Witch Hunt should still be in good shape though and I believe spell alert just made a come back recently.
