It sounds to me like you are looking at the Start Menu options which are just short cuts to programs, and files...
In other words, clicking on "Start" -> "All Programs" -> "Games" -> "World of Warcraft" just shows links to files on your hard drive.
It is NOT the same as "physically" exploring your hard drive to see what folders and files are on it.
You need to open up "Windows Explorer", usually found in the "Start" -> "All Programs" -> "Accessories" menu.
Then click on My Computer, and the C: drive, and look for the "World of Warcraft" folder. I think it is in the "Program Files" folder by default.

Why are none of your AddOns there after you formatted your computer and re-installed the game ?
Because you haven't downloaded and installed them again ?
Because you've forgotten to un-zip them properly after downloading them again ?

@shinigamisam
I'm not certain how the Blizzard repair utility works.
Sounds like it is renaming your old /Interface folder to something else so that the game will ignore it and create a fresh new one the next time you play. Whether it deletes the contents also, or is "Hiding" them.... Have you tried changing the Windows Explorer option to show Hidden files and folders ?
As you are on a Network, are you sure you are downloading to the "local" computer's C: drive, and not to some networked computer's drive ? ;)
Otherwise just download your AddOns in some other folder. They don't need to be downloaded in to your AddOns folder - they only need to be unzipped to your AddOns folder. Try download to your desktop so you can see immediately what's going on?
This is just a download problem you are having yes ?
The game folder \Interface\AddOns does actually exist and the game plays ok ?
OK i have read all of the basics on how to download add ons but i have come to the conclusion that my computer doesnt' support rar. file so i cant unzip them. What should i do to be able do download. I'm (computer illiterate) so any help would b greatly appreciated!
I have successfully installed several addons.
However, I setup a new computer today (Windows Vista) and installed WOW in it. When I attempt to install addons, I find no AddOn folder in the WOW Interface folder.
I have created it several times, put my addon files(Unizipped) in it with no results. (When I log in, there is no Addon Button, and the addons are not in the program)
I also have attempted to have Curse install the addons both with and without creating the Addon folder in the Interface folder. These installations fail.
Please Help!

shinigamisamthe date time extentions only changed after i used the blizard repair utility.
when i go to download an addon the blizzard files are in the same folder (Interface.20071213-003906 yes still with the extentions), i can also see addons i attempted to download before in there. it's just when i try to access it anyother way (not downloading something) i can't see the folders.
sorry if i don't sound too clear on the issue it's just weird to me i'd think the folders would just be in there like on my other computer.
