How do i install Addons? Beware i am using Windows XP, 64 Bit, PLEASE HELP!

Pretty sure it was done on a private server based on the server name and the equipment used. the frames appear to be nurfed frames. He's using model magic (that's what does the models for targets) and enemy cast bar. I think it's fairly old so a lot of the mods look different now.
