Added support for moving bars independently. Bars can be ungrouped in the options page. When ungrouped each bar
can be moved independent of the other bars. When grouped all bars can be moved and will retain their positions
relative to each other.

Reorganized the options UI. There is now a global options page and individual bar option pages.
Global options are:
Scale - Combined with the individual bar scale to get a final scaling factor for each bar
Fade bars in and out

All bars:
Enable mode. One of:
Auto - Bar is visible when in combat or when not at its default state
Combat - Bar is only visible when in combat
Always - Bar is always visible
Never - Bar is never visible
Scale - Combined with the global scale to get the final bar scale
Health and Power bars:
Flash when below threshold
Druid Mana bar:
Show in all forms
Target Power bar:
Show the spell being cast by the target
Aura bars:
Show Buffs
Show Debuffs
Show self auras only
