Tagging as v3.04 release.

    - Fix main page.
    - Update locals.xml
    - Move locals into their own directory.

    - Fix localization issues.
    - Allow localization to work with repos.
    - Add non-english descriptions to the main page.
    - Update main page.
    - Convert main page to creole.
    - Fix localization issues and addon loading issues.  Addon now loads and works with broker conversion addons.
    - Move FuBar into opt depts so you can use it with fubar2broker
