2. Beta for Fortress 1.13
Features (please test them!):
- Ability to create empty blocks
- Hide out of combat setting
- Better options for block alignment

- alignment options are now localized
- - plugins without icon no longer have an empty space for the icon
- changed alignment settings, this should fix ticket #36 (block width without icon)
