ChatThrottleLib: v19:
- Add optional "queueName" parameter as last arg to both Send functions. If supplied, queueing will be done according to this name rather than prefix+chattype+destination.  Useful for protocols that mangle the prefix, e.g. AceComm3, or addons that want in-sequence delivery of messages regardless of prefix.
