BanzaiAlert: register BellTollAlliance and auction bell with sml.  Warning, unless you check SML strings and send bell to PlaySound, PlaySoundFile will not work.  This should probably exist as a function in SML, but doesn't.  Caveat emptor.

* Remove the OptionalDeps on sct, msbt, and bigwigs, as it doesn't need those
  to be loaded before it is, it simply makes use of them if they're loaded
  -when the message is displayed-.
* Remove the OptionalDeps on oRA2, adjusting the code to watch for an
  ADDON_LOADED of it as well, for those of us who run oRA2 as a load on demand
  addon with SupplyAndDemand.
